Comparative Review of Directors’ Education & Accreditation Program (DEAP)
1.0 – Introduction
The Chartered Governance Institute of Canada (CGIC) is seeking proposals from Subject Matter Experts (SMEs) to perform a comparative review of its Directors’ Education & Accreditation Program (DEAP) to provide some insight and possible solutions to the declining enrolment in the DEAP.
CGIC has identified the following comparable programs however, this list is not intended to be exhaustive:
- Institute of Corporate Directors (ICD.D)
- Governance Solutions (PRO.DIR.)
- McMaster University (Certified Director) (C.DIR.)
- Competent Boards (Global Competent Board Director) (GCB.D)
- The Office of the Superintendent of Financial Institutions (OSFI) also has a course, where completion of the exams then grants the Partners, Director, and Officers certification (PDO)
- The Chartered Professional Accountants (CPA) (Ontario or Canada) is also moving to create board certification course packages.
This is a request for proposal (RFP) and not an invitation to tender. The reader is hereby advised that CGIC reserves the right to:
- Accept a proposal without negotiation.
- Negotiate changes to the technical or financial content of the successful proposal; or,
- Cancel or reissue this RFP at any time.
The information contained in this document and any information related to DEAP is proprietary to The CGIC and may not be divulged to any third party.

2.0 – Background
DEAP consists of three modules delivered over 3 days:
- Finance for Directors
- Governance for Directors
- Strategic and Risk Management for Directors
Each module is presented over 7 hours daily and was delivered in person before COVID. It was switched to virtual delivery and has remained that way since.
Participants are required to complete an assessment in 30 minutes consisting of 40 T/F questions as well as 10 marks assessed via short answer questions. A mark of 70% must be achieved on the assessment to successfully complete the module.
DEAP is designed to be integrated, balanced, effective, and engaging for all participants.
Individuals who successfully complete the program are awarded the Accredited Director (Acc.Dir.) designation.
3.0 – Scope of Work Required
The CGIC is looking for an SME to perform a review of DEAP, comparing it to similar programs as identified below and any other programs the SME may be aware of to provide some insight and possible solutions to the declining enrolment in the DEAP.

4.0 – Project Timelines
The following timelines are being proposed for this project.
- Deadline for responses to the Request for Proposal: July 31, 2023
- Review and selection of successful bidder: August 31, 2023
- Submission of report: October 31, 2023
Preference may be given to those proposals that include a completion date prior to the one suggested above.
5.0 – Information About the Individual(s) Required of a Respondent to this Request for Proposal
All responses to this proposal should include the following:
- The individual(s) who will be working on the project, including a brief biography/qualification. Any past writing experience or similar project experience would be considered an asset.
- Approach to the project.
- Proposed fees; and,
- Proposed timeline if different from the one proposed within the request for proposal.
6.0 – Request for Proposal Selection Process
All proposals will be reviewed by The CGIC’s Education, Training, and Candidate Success Committee (ETCSC) and the Director of Education. The following factors will be considered when assessing your submission:
- Individual(s) expertise in the subject area.
- Previous experience with similar projects and/or writing experience.
- Proposed fees; and,
- Proposed timeline, if different from the one included within this request for proposal. Please note that The CGIC would prefer to have the project completed as quickly as possible but will accept alternative options if presented.
